ORA-29471 DBMS_SQL ACCESS DENIED

Hi,

You want to close a cursor that is not open.

So, check is it is open:

if DBMS_SQL.is_open(c) then
DBMS_SQL.close_cursor(c);
end if;

Replace your close_cursor codes in your entire package/procedure.
